We are currently active and specialised in the seniors and retirement living sector, with live benchmarking data on the impacts of design choices and their corresponding costing impacts.
Cottee Parker are partnering with Project Manager Lead Consultants and Cost Planner Quantiv to offer support for Federal Funding Applications through ACCAP, streamlining the grant delivery process for eligible providers across Australia.
ABOUT ACCAP GRANTS
The Aged Care Capital Assistance Program (ACCAP) provides grants to build, extend, or upgrade aged care services where older Australians have limited or no access.
Organisations can apply for ACCAP grants to support aged care infrastructure projects, including new builds, extensions and upgrades, safety and amenity improvements, construction or upgrade of multi-use spaces, and provision of staff accommodation.
Up to $300 million has been made available to fund infrastructure projects that will maintain or improve access to quality residential-based aged care services in:
Regional, rural, and remote locations (MM 2 to MM 7)
Metropolitan locations (MM 1) where these services will provide specialised or targeted care to Aboriginal and Torres Strait Islander people
Additionally, staff accommodation projects that support residential-based aged care services in regional, rural, and remote locations (MM 2 to MM 7) are also an eligible activity.

Our project team is comprehensive, offering providers a single point of contact to manage the full grant delivery.
With a team dedicated to delivering masterplanning and architectural projects across the seniors living and aged-care sector, and with significant experience in delivering allied health, community, and special needs environments, we bring extensive knowledge in the project management of end-to-end funding applications.
Our deliverables include the preparation of the Activity Work Plan, responses to written evaluation criteria, the architectural design, and the associated costings. Sourcing letters of support, FFE consulting, and commissioning are also considered key deliverables. Early planning advice can be sought if required for complex sites.
In collaboration with you, our team will work to understand your site aspirations, undertake a high-level site analysis, and conduct early feasibility and masterplan mud mapping. Consolidating your core requirements, we will deliver architectural concepts detailed on plan, with early costing advice.
Communicating the conceptual intent often requires artistic impressions of the concept and how it can interact with neighbouring sites or benefit the community. Our 3D artists are skilled in preparing conceptual-level renders to convey the design intent and build enthusiasm for the end outcome.
With over 30 years of benchmarking data between our respective practices, our team brings a current and working knowledge of how design decisions can impact project cost and feasibility. Our perspective is to bring costing intelligence early in the design process and see value management as an iterative action early in the conceptual phase.

As a passionate advocate for diversity, inclusivity, and shaping our urban future to better consider the 'ageing in place' experience, Belinda is driven to ensure design and project teams think holistically about the experiences they are shaping. She is particularly focused on how the built environment can assist in our collective responsibility to support change at the community and institutional level.
Belinda is a joint founder of the industry forum ‘Places for Ageing Australia’, a platform which has provided her with a meaningful opportunity to educate operators, asset owners and designers.
KENDAL RINER
Executive General Manager, Lead ConsultantsKendal is a client-focused leader driving operational improvement, innovation, and cultural competency. She manages commissioning and fosters supplier relationships.
As a client-focused leader and innovator with a drive for operational improvement and high-quality service, Kendal leverages project management expertise to ensure projects consider long-term operational impacts at commencement. Her experience on remote projects has inspired her to enhance cultural competency at Lead Consultants, ensuring respectful and effective service delivery. Kendal is dedicated to integrating innovation and cultural awareness into every aspect of her work.
Kendal has prepared over 20 grant applications in the last three years, ranging from aged care refurbishments and new developments to staff accommodation precincts, with over $42M awarded in capital funding. Additionally, Lead Consultants has successfully secured more than $85M in funding.
ADAM GREENE
Director, QuantivWith a 20-year history in the seniors and retirement living space, Adam contributes extensive knowledge of the commercial realities of the sector and how to deliver projects in the current challenging construction market. He has been involved in projects that have successfully obtained over $100M in grant funding over his career.
As the industry’s ‘go-to’ for seniors and retirement living projects, Adam previously held Director and Queensland QS Manager positions for large international and national consultancy firms, where he oversaw the delivery of a full range of traditional and non-traditional services throughout the property lifecycle. His ability to inform a project’s early feasibility and guide the design team towards cost-effective schemes that benefit both the immediate capital delivery and future operational expenditure assists the team in mitigating risk and delivering the most informed outcome for the site.
Over the course of Adam’s career, he has gained experience on an extensive range of projects across all major sectors, with projects ranging in size from $1M up to $1.3B.
